There is some good basic information about Canberra and its services (written for diplomatic families).

The Australian Department of Immigration sometimes publishes a helpful list with a lot of useful links and how-to information showing what to do first when you arrive to live in Australia (like getting a tax file number, applying for Medicare, enrolling at school, opening a bank account, and so on.)  (Let us know if you find a link to that document on the internet, and we'll put a link here.)
